Jethro's not actually his name. The devil (the taller fellow) is just making fun of the fact that he's being kind of a rube.
I thought the dynamic of that one was pretty good by itself... But the background is that the Devil (in SinFest) had a little Lucy-like "The Devil Is IN" stand where you could sell your soul. The little fellow is his fanboy, and stands opposite Seymour (God's pathetic fanboy).
The devil retired a few weeks ago, and has mainly been enjoying a beach vacation up to that point. He's back now, but it's not clear he's out of retirement.
Anyway. Sorry. I read too many webcomics too closely :-)
