So, like, if you militarise the police repeatedly against civilians... Presumably you're hoping that the result will be traumatising enough civilians with a tendency to protest that they'll stay home.

Of course, whoever that *doesn't* work with is now versed in, essentially, basic military tactics. And if you keep doing it against the same people, you get to the point where you've created your own insurgency, just by declaring civilians to be enemy combatants.

And pretty soon you get Occupy City Hall NYC and its relatives, country-wide.
