Yup. Right now it's mostly a matter of "how much of a step down in salary am I willing to take?" There are only a few big Ruby companies. So when they're indisposed, all jobs above a certain salary level are unavailable. But that could change in the next month or two. For example GitHub seems to have started hiring again, if chaotically.
